Appendix C
Rail Transport Organizations
The Transportation Railway Battalion commands and controls all railway units assigned or attached
to a major transportation organization (a Transportation Command Element or Transportation
Group) under the Theater Support Command.
Transportation Railway Battalion (TOE 55916L000 )
C-1. Mission. The Railway Battalion commands, controls, and supervises Rail operating
Companies. MCTs. The battalion controls the movement of all personnel, units, and materiel in the
theater. The battalion maximizes the use of available transportation assets.
C-2. Capabilities. Commands, controls, and provides staff planning and technical supervision of
three to seven assigned or attached transportation rail operating companies (TOE 55917L).
C-3. Assignment. The Railway Battalion is assigned to a Transportation Command Element (TOE
55602F000) and normally attached to a Transportation Group (TOE 55622F000).
· Methods of Operation. The HHD is normally located at a main terminal area within the
operating area. The HHD dispatches trains and supervises all railway operations. The HHD
is responsible for maintaining and operating approximately 90 to 150 miles of track.
· Functions. The following provide a variety of functions to ensure the successful mission of
the corps MCB.
Paragraph 01, Battalion Headquarters. The battalion headquarters commands and controls the
rail units in theater. Advises the theater commander on rail operations.

Paragraph 02, Detachment Headquarters. The detachment headquarters commands, controls,

Paragraph 03, Unit Ministry Team. The Unit Ministry Team plans and provides religious support
to all personnel assigned or attached to the battalion including collective worship services, ministry
for mass casualties and hospitalized soldiers. Advises commander and staff on religious, moral
soldier welfare issues, and the impact of indigenous religions. Establishes liaison and maintains
contact with unit ministry teams of higher and adjacent units. It is comprised of one Chaplain and
one Chaplain’ Assistant.
Paragraph 04, Battalion S1 Section. The S1 section performs internal administrative services,
personnel actions, mail distribution, and awards support to the battalion. Personnel requirements are
as follows:

· Paralegal Specialist.
· Mail Delivery Clerk.
Paragraph 05, S2/3 Section. The S2/3 is responsible for deployment planning, security, and the
manning of the operations center. This section provides supervision for the Plans, Programming,
and Operations Section (paragraph 04) and Highway Traffic Section (paragraph 05). Personnel
requirements are as follows:

2 Supply specialists
Paragraph 07, S6 Section. This section maintains the equipment and systems for the HHC and
supervises and assists in the maintenance of communications and automation equipment and systems
in subordinate units. The section coordinates the communications system organic to the
headquarters company and subordinate elements of the BN. It provides technical advice and staff
assistance to the BN commander, BN headquarters staff, and subordinate commanders. It
coordinates with area communications elements to ensure efficient communications within the BN,
and with attached and supported units. The section interacts with the Group S6 and integrates
databases for new units. It coordinates signal support actions requirements with the S6 officer. It
maintains data on CSS hardware and software use on all automated information systems (AIS)
operated by subordinate units.
Paragraph 08, Railway Supply Section. The railway supply section is responsible for receiving,
storing, and issuing rail repair parts to units assigned or attached to the battalion. Personnel
requirements are as follows:

TRANSPORTATION RAILWAY OPERATING COMPANY (TOE 55917L000)
C-4. Mission. This unit maintains and repairs railway track, performs running inspections on
rolling stock and diesel-electric locomotives, and performs unit maintenance on rolling stock and
diesel-electric locomotives. Operates railway locomotives and trains.
C-5. Capabilities. At level 1, this unit has the following capabilities:
· Operates a rail division of approximately 40 to 60 miles (65 to 96 kilometers) long.
· Dispatches all trains, supervises on-line operations, and operates railway stations and signal
towers within its railway division.
· Operates trains and locomotives for yard, road, and incidental switching service.
· Provides eight train crews for road service, terminal operations or port clearance (to include
switching, classifying, and making up trains for the road).
· Maintains and repairs track and roadbeds.
· Repairs major track damage.
· Performs maintenance on diesel-electric locomotives and railway cars. Completes, on an
annual basis, running repairs on sixteen diesel-electric locomotives and 320 railway cars.
· Provides wrecked train support.
· Provides railway equipment maintenance contact teams.
· Provides direct support maintenance.

C-6. Assignment. The Railway Operating Company s assigned to a Transportation Command
Element (TOE 55602F000) and normally attached to a Transportation Railway Battalion (TOE
55916L000).
· Methods of Operation. The Company is normally located at a main terminal area within
the operating area. This company consists of a company HQ, a transportation
operating platoon, a railway equipment maintenance platoon, and a
maintenance-of-way platoon.
· Functions. The following provide a variety of functions to ensure the successful mission of
the corps MCB.

Paragraph 04, Train Movements Section. Directs the movement of all trains, reroutes rail traffic
in emergencies, determines rail line capacity, and directs railcar setouts and pickups within the rail
division. It also establishes train movement priorities, develops train makeup and train departures,
and distributes motive power and train crews over the railway division. It provides personnel for the
operation of one yard area and the operation of one tower. This section also operates the net control
station.

Paragraph 07, Railway Equipment Maintenance Platoon. Coordinates, inspects, and supervises
the work of subordinate sections. The platoon leader also serves as the maintenance superintendent-

Paragraph 08, Railway Equipment Maintenance Squads x 2. The squad is responsible for the

equipment assigned to the wreck train and assists in clearing of wrecks and other obstructions. The
squad also provides contact maintenance teams within the rail division.

Transportation Railway Operating Battalion and Company- TDA
The TDA Transportation Railway Operating Battalion and Company operate trains, repair track,
provide running repairs to rolling stock and locomotives, provide yardmaster services and command
and control for rail operations on a port or installation.
C-7. Mission. The Transportation Railway Operating Battalion and Company (TDA) is designed
for specific missions supporting CONUS ammunition terminals, and are capable of providing rail
service to any CONUS installation to support deployments. The primary focus of the TDA Rail
Units is to provide qualified train crews during both surge and sustainment operations, as well as the
ability to maintain and repair trackage. The units are also capable of providing routine maintenance
to locomotives and rolling stock and yardmaster/car-clerk services as well as C2 of rail operations at
multiple locations.
C-8. Capabilities. Provides up to 24 trained and qualified train crews and 3 maintenance of way
(MOW) (track repair) teams, as well as 3 rail equipment repairers for augmentation of installation rail
service. Battalion is structured to provide 3 separate operating companies, each with its’ own MOW
team and one equipment repairer. Each team is capable of operating independently of the BN, when
required, allowing for support of multiple installations, or support of
3 shifts during 24 hr.
